Almost certainly the issue is that the keyboard language setting in your operating system is incorrect. For example, a US English keyboard has @ on Shift+2, whereas Shift+2 is " on a UK English keyboard.

You don't say which Operating System you're using. In most modern versions of Windows, it's Control Panel > Clock, Language and Region > Change input methods. In Windows 10, you can get to this point using Settings > Time & Language > Region & language, then click 'Additional date, time, & regional settings'.
