Hold down Shift key and then select "Restart" option from start menu, then release shift key.  You should see a menu like "Choose an Option".  From here, select Troubleshoot -> Advanced Options -> Command Prompt.  The machine will reboot, does finger touch work on this screen?  For example, touch "Forgot your password or don't see your account?".  After you're done testing, you can either click on the "Restart" button or else press and hold the power button until the computer turns off.

It seems like touchscreen is dead then.  I don't think software problem can cause this kind of issue.  It may be time to submit a warranty claim.
