Lenovo thinkpad x240 fan rpm problem

I have problem with my thinkpad x240. Fan is very noisy.  Fan in good condition, cleaned and new thermal paste was applyed. laptop does not have heat prolems. CPU usually at 45-50 degreese.  I wondering is it posible to change fan rmp settings ? I want to set it, so it run less then 4000rpm below 50degreese.

yes, i bought new one, but it does not change anything. I am looking for a tool to control rpm of my fan. I curently using windows 10 pro and ubuntu. There is a lenovo software to control fans for windows 7, however, i did not find that tool for windows 10. Also, In bios settings there is not such settings for fans. Thats why, i asking people to help me with that.

For windows, there is TPFC ("ThinkPad Fan Control"), which I find works very well on my X240.  The site is https://www.staff.uni-marburg.de/~schmitzr/tpfc.html.  It has been some years since it's been updated, but I thought you might be able to contact the author and get a look at the source, which could give you a leg up.
