Neither Thunderbolt or USB C docks will power X1 5th Gen

We purchased a few Thunderbolt docks and USB-C docks to test with X1 Carbon 5G.  Neither supplies power to the laptop when connected using the supplied cables accordingly.  We are using the ports in the rear of the docks (ports have white laptop icon above the ports). 

The other devices plugged into the docks work as expected. The following devices are  connected and all work as expected: 2 Viewsinic monitors to DP ports, keyboard/mouse, and 5e ethernet cable.  We're also using the power supplies that came with the docks. Unless these docks are not designed to supply power when connected to the X1, my gut tells me I'm doing something wrong as opposed to having a technical issue.  We tested 3 new X1 laptops with 2 different Thunderbolt docks and 2 different USB-C docks.

I am using a 5th gen X1 Carbon with the Thunderbolt 3 dock and it is providing power to the laptop as expected.

I don't have much in the way of suggestions though if it's not working for you - just can confirm that it does work for me.
