Random decrease in X1 Extreme Gen 2 performance

I've encountered a random decrease in my X1E2's overall performance running programs, which is quantified by my decrease in Cinebench R20 score (mid 2900s to mid 2700-2800s). When I run multi-threaded benchmarks, instead of staying at 3.9-4.0 GHz, my CPU drops to 3.4-3.5 GHz, although the temperature is the same as before. Other CPU-related tests like 3DMark also showed a significantly lower score. All the power settings and related are the same. I even did a system restore to before a recent Windows update. It might just be me, but it also seems like my computer is running hotter overall. I made sure the fan assembly was clean. If anyone also experienced this random drop in performance or know how to fix it (or even if you run it and performance isn't impacted), let me know.

Someone suggested that perhaps the stock thermal paste had gone dry (as I have run a lot of benchmarks and stress tests). However, would this feasibly explain the suddenness of the performance drop? I would expect a drying of paste to have a gradual performance impact. In addition, I have only had this laptop for around 6 months; is this a reasonable amount of time for the stock paste to have run dry (keep in mind I ran a lot of benchmarks, etc. as mentioned before)?

Also, it's definitely not a BIOS update because I've been with 1.30 since before my performance took the hit.

I am getting a 2400 score in Cinebench R20 with a Core i7 9750H, 32 GB RAM.

 

BIOS 1.31, latest drivers (except latest Intel VGA that limits the screen brightness).

@joloriquelme I assume from that score you've also taken a big performance hit? You made sure you're plugged in and on "Best performance" mode? What were you able to get before? I have the same specs as you- i7-9750H, 32gb RAM

@joloriquelme Also, with the Lenovo Intelligent Power power plan's "best performance" mode, PL1 and PL2 are 58W and 75W, respectively. I haven't touched these settings, but for some reason other people have 45W limits at the same setting. Maybe change to 58 and 75 and see what you get?

I don't know how to change these values.

 

I only switch between "medium" and "max" at the battery icon on Windows taskbar.

 

Maybe this is Software related. I will do a reformat and a clean install after Microsoft releases Windows 10 May 2020 update ISOs.

@joloriquelme  Thanks! And also, you can check the PL1 and PL2 values using HWiNFO or an equivalent app. And that 2400 score- that's considerably lower than what you were able to get previously, correct?
