I have a Thinkpad X1 Yoga 3rd Gen. WIndows Hello works fine with the camera, but I do not see any settings in the Windows Hello Settings app for configuring the Fingerprint reader.
The device has a fingerprint reader.
I am sure the fngerprint reader worked fine when I purchased the device.
I performed a full device reset as I was having issues with battery performance (now cured), but the fingerprint option is still not available.

Given that you lost the FP reader after a device reset it's probably software related, but in the off chance it's not: for some users the fingerprint reader developed a hardware defect over time (cable loose or some other electronics issue), see this thread. In that thread there's a check you can do to see if the hardware is there.

Awesome, thanks for a quick reply. The FPR has not worked for many months now, so I guess I was hoping that it would return after a reset.
I checked in the Device Manager, and there is no FPR under the Biometric node, only Windows Hello Camera.
I have 3yr on-site warranty, so I will give them a call tomorrow and see what they offer, and I will update here.

Sure thing! I'd still recommend the BIOS check from post 10 in that thread to make sure it's really a hardware issue. If the FP reader is broken or disconnected a FP data reset will result in "No fingerprint reader attached". If you do get it fixed let us know how it went.

You have tried the Emergency Reset button (pinhole in bottom, shut down, press), correct?

ummm, I dont think that option will be helpful to my problem.
The hard reset is used whenever a device wont boot or restart properly. My device boots fine.

@Andrew-in-York The Emergency reset IS a good thing to try whenever a device won't boot or restart properly, but it's also a good thing to try when inputs and/or outputs are behaving strangely.
