I have narrowed the issue down to a software issue. I have tried resetting the dock, the computer, updated to the newest driver as well as even replacing the dock itself. I had an extra and thought the dock ports might just be dead but the new dock doesnt work either.
I have also tried both ports on the PC in order to rule that out as well. Does anyone have suggestions?

I assume you mean the Thunderbolt 3 Dock.
Have you applied the dock's firmware as well as installing the driver?
