Recently my cursor in Windows 10 has visually been stuck as the scroll cursor:
This one. If I tap the middle scroll button it'll disappear for a second or two, but otherwise it's just stuck like that. I have tried reinstalling the Synaptics driver, updating everything, and from MS forum post tried adding UseScrollCursor to the registry, all to no avail.
I'm on Windows 10 64 Bit on a 5th Gen 2015 Kabylake X1 Carbon (20HR000HUS).

Are you using a trackpad or a mouse?
If it's the trackpad, then I guess a a trackpad problem deep inside.
If it's the mouse, then you might need to replace it.
You can try to system restore point your laptop the time before your cursor stuck issue. See if it works.

Looking to bump this as I ended up re-installing Windows, but after a while I began having trouble with my trackpad mouse again where I had to right click before being able to left click, and now the cursor problem is back. Does this sound like a hardware or software issue?

I have a X1 Carbon Yoga (20LE) 3rd Gen and this was driving me bananas. I tried all the tricks listed here and none of them worked... I upgraded the BIOS and poof... the problem was gone.
