X1 Carbon - Won't boot most of the time

I have an X1 Carbon 20A7 that is 5 months out of warrenty and that will not start, most of the time. When I push the power button the button blinks 4 times, the fan kicks on for a split second, and the keyboard backlight and multifunction keys flash on once. After pushing the button multiple times (there isn't a magic number of times but generally it's 10-15 times) it will kick on. Once it is on there doesn't not appear to be any issues. It will even sleep and come back on without a fush. If you try to restart it however it will simply shutdown and not reboot.


My gut says it is the system board but I'm hoping I'm wrong.
