Looks like the hotkey problem is back with Windows 10 Pro 1909...

I rolled back to 9.1.0.2 as per this page with no luck either.
Specs:
Product: 20FQ001VUS
BIOS: N1FET70W (1.44)
Windows 10 Pro 64-bit Version 1909 Build 18363.476
Hotkey Features Integration for Windows 10 (64-bit) - ThinkPad Version 9.1.0.3 or 9.1.0.2
All updates completed (Lenovo and Windows).

Open services.msc and check to see if following services are installed AND running:
- Lenovo Hotkey Client Loader
- Lenovo PM Service
- Windows Management Instrumentation
- Windows Audio

Here are my results:
- Lenovo Hotkey Client Loader - running (auto)
- Lenovo PM Service - disabled(!)
- Windows Management Instrumentation - running (auto)
- Windows Audio - running (auto)
After re-enabling Lenovo PM Service, starting (set to auto) and rebooting, everything started working again!
Not sure how/why Lenovo PM Service got disabled...
