I had the same issue on may X1 tablet.
I solved it after searching in different communication boards and estimating the accuracy of all the different information you can
get on that issue.
My solution went like this:
1. First of all I deinstalled the already inactive driver version of the SIERRA Wireless EM7455.
2. I reinstalled the acutal version of the driver from the following website:
   https://support.lenovo.com/by/de/downloads/DS112204

3, After that I reseted all network connections to force the windows system to reconnect on them.
    I did it by the execution of the following command as an administrator:
    netsh winsock reset <enter>   
    
and restartet the computer.

4. Then I executed the dpinst-application in the folder of the installed driver.

5, Windows was then saying that it is reconfiguring the mobile broadband.
6. After finishing this task the connection can be executed and it worked fine. Even though the requested mobile net
    was not LTE but normal 3G.
But I appreciated the outcome a lot and it is working fine.
