Ok, I just determined that it's not the On Screen Display that it's causing this issue. I set the brightness to 13, ended the On Screen Display processes (2 of them) and after about 5 minutes, the brightness increased by itself by one step anyway, I just couldn't see the OSD pop up.
Next, I'll try to determine if this has something to do with the timers in Power Manager, even though they are not active.

I believe the day before I installed the following:
Lenovo System Interface Driver 1.05
On Screen Display 6.20.00
Thinkpad FullScreen Magnifier 2.20
Thinkpad Power Manager 3.31
Also, I enabled Dynamic Brightness Control under Global Power Settings, to decrease screen brightness during Shut Down / Start Up, Logoff, etc. However, I disabled that option hours later.
I already tried disabling On Screen Display, uninstalling Power Manager, reversing to an old version of the PM Driver, re-enabling Dynamic Brightness Control, and yet the problem continues... I'm trying to learn to live with it.

The culprit is a process named "atibtmon.exe". At least on my x100e that had this issue killing it gets rid of the wandering brightness.

Your mention of atibtmon.exe tipped me to finding the solution to this issue.
It's actually Vari-Bright option in the Catalyst Control Center that is causing the screen dimming / raising. The option is in the PowerPlay section of the Power section in the CCC.
Or at least, turning off the Vari-Bright option solved the issue.
This is also an issue for the X120e.

MY X120E DIMS SCREEN ON IT'S OWN
without any warning my laptop does the opposite. it dims and fn/brightness button do not work at all. BUT, then without any warning it goes back to a normal screen and the buttons then work.
i have tried the battery levels but nothing works.
