X230 Laptops will not clear TPM!!

Got a very strange issue here.. clearing the TPM via Powershell and physicalpresencerequest nothing seems to work.

On the X250/X240 I would normally use (Get-WmiObject -Namespace ROOT\CIMV2\Security\MicrosoftTpm -Class

However nothing seems to work on the X230, after reboot, the TPM still shows as OWNED, ACTIVATED, and ENABLED, despite having been cleared via the above.

The return code is 0 of course so it looks like it has been successful., but it just seems to totally ignore the WMI/Powershell request.

Is there something I am missing with this model? Could it be it requires a password to change the TPM? This would mean an error return though, not a '0' and success.

Im at a loss here!

Both physicalpresence settings are DISABLED in the Bios, so it should not be blocked from that perspective.

Any help, very much appreciated.
