X230i Battery status indication explanation

Hi, could anyone explain the battery status indication on the battery LED located on the top cover? Green light blinks in the sequence:

3 short

1 long

1 short

then goes off and battery does not charge

 

My adapter sometimes works well and sometimes not with this indication and I need to know where the problem is. I travel a lot and connect to various voltages incl. using the 12V DC cigarette lighter adapter. I realized that this probably happens with a bad voltage on the primary side of it (voltage or current capacity not sufficient?). This indication is not described in https://pcsupport.lenovo.com/us/en/solutions/pd025118.

 

I recon that the post https://forums.lenovo.com/t5/ThinkPad-X-Series-Laptops/X220-won-t-start-up-blinking-battery-light/td-p/1064343 refers to the same indication.
