yes that's possible.
You have to install Win7 from a USB device or via network. Required for this installtion is a patched Win7 installer with USB3.0 and NVMe support.
But just to know for you, Microsoft stoped the support for Intel seventh (7th)-generation processors (https://support.microsoft.com/en-us/help/4012982/the-processor-is-not-supported-together-with-the-wi...). Nevertheless all drivers are avaivilable and working.....it's really annoying that Microsoft is forcing the people to Win10 that way....

FWIW, the X270 is available with 6th and 7th generation CPUs. Based on the MT-M listed, the OP's laptop has a i5-6200U 6th gen.

Thank you for your answer.
I have succesfully installed Windows 7 but I have a new problem. Drivers for usb ports are not installed and the network drivers either.
How to install drivers without USB and network?

Lenovo has published instructions on how to get a 32-bit version of Windows installed on an X270, and I suspect these instructions could be used to create a 64-bit installer as well:
Name: How to prepare the Microsoft Windows 7 32-bit installation ISO image with Samsung NVM Express (NVMe) driver - ThinkPad X1 Carbon (Type 20K3, 20K4), X270, T470s
