x1 carbon brighter in safe mode

I have an X1 Carbon that sometimes has a bright display and other times dims to the point of poor viewing quality.  I have gone into display and power settings and set the display to max brightness and the power to max brightness on and off battery.  I have also made my settings max performance. 

When I enter safe mode the brightness is awesome and works perfectly, but as soon as I go back to regular windows 8.1 the brightness sucks again.  Any ideas?
