X220T Partial Processor Speed

I have a X220T with an I7 2620M 2.7 ghz processor. It is plugged in and the minimum and maximum processor states are set to 100%. Task Manager shows that it only has .78 ghz available. Why would it not be registering the full 2.7 ghz as being available? Thanks.

Re: X220T Partial Processor Speed

Found answer at this link:https://answers.microsoft.com/en-us/windows/forum/windows_10-other_settings/windows-10-only-use-half...

I just did this part of it and now it is back to 2.7:
Type "regedit"
- Browse to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Intelppm and set the 'Start' value to '4' (=> disabled).
- Leave regedit
