I WANT TO SHARE THIS BECASUE IT HAPPENED ME SEVERAL TIMES AND NEVER FOUND ANY SOLUTION ON THE NET
In my X201 with Windows 7 64 pro, sometimes the wireless wan radio card doesn't power on.
I mean, whatever you do (fn+F5, enable/disable in bios, reinstall driver, etc) it keeps powered off.
Also its LED keeps powered off (in meantime wifi and blutooth can be worked on/off)
The only solution I have found is to boot the pc with an Ubuntu USB live disk, and click on "enable broadband connection", to make it active (you will note its led powered on)-
The magic is also that Ubuntu MUST be run from a live disk, if you install on the harddisk it wont be able to re-wake the wan card...
only after doing this the qualcomm wireless wan gets bak at being "actionble" also in windows 7.
hope it helps!
