Ubuntu boots to black screen with VGA monitor connected

I've installed Ubuntu (tried both 18.04 and 19.10) on a ThinkCenter M710e, which has DisplayPort and VGA outputs. If I have a monitor connected to the VGA, with or without the display port connected, Ubuntu boots to a black screen. I can get a graphical desktop if I boot with nomodeset or do a live boot with the "safe graphics" option.

 

lspci only shows the single Intel HD controller:

$ lspci | grep VGA
00:02.0 VGA compatible controller: Intel Corporation HD Graphics 630 (rev 04)

Ubuntu doesn't show any third party drivers to install (which is expected). Dual monitors work correctly in windows, so I know it's not a problem with any of the hardware.

 

Can somebody help me determine what needs to be done to get the VGA monitor working?
