There is document Microsoft Windows 10: Lenovo Supported Systems On the top of the page is states:
There are no drivers, or limited drivers for the following:
But there are Atom based devices down in the table inside NOTEBOOKS AND TABLETS section. What does it mean exactly ? Will there be "no drivers, or limited drivers" for all Atom based devices including or excluding those in the table ?
Please clarify.

To me that would imply that they may not have full driver support yet for those models, but are in the process of releasing more as they become available.
I'm running an X220T, and almost everything works perfectly, aside from things like the function buttons, and such, so it doesn't mean that those devices can't run Windows 10, or never will be able to. It means they haven't added official support yet for an operating system that isn't even released. I'm not sure I understand what's misleading about that.

It still does not answer the question whether there will be full support of existing Atom based devices or not.

Just google the device you have and see if someone else has already tried. There are Atom based machines already running Windows 10. I would be more concerned about drivers for other parts of the computer than the processor itself.

Here's a data point for you: I have Windows 10 build 10162 up and running on a ThinkPad 10. There is just one item showing with a yellow warning triangle in Device Manager: the NFC system device. The error message states that the device cannot start. Hardly surprising really, since this particular TP10 model does not have NFC hardware fitted.
Earlier Win10 builds (10130 and prior) had problems installing the power management driver for the TP10, but that seems to now be resolved.
So, in summary, Win10 seems fine on the TP10 - but that is of course not the same as Lenovo saying it is officially supported. However, the document referred to in the OP is likely a work in progress, so things may change...

I am interested in EM7345 WWAN support . In any case, current Window 10 tablet mode is much worse than Windows 8.1 user experience so I am not keen to actually downgrade anyway. The only reason why I check the Windows 10 support is Microsoft's decision to remove Skype app from Windows 8.1

I still don't get it. The matrix states X220 is supported. X220 is Sandy Bridge with Intel HD3000 graphics where Intel states it is not supported in Windows 10. Will Lenovo write the driver ? Or the supported status means "it works somehow, we don't know why" ?

I suspect it will be similar to the old Intel Core i3 with Intel HD Graphics that I have in my HTPC - that wasn't supported by Intel with drivers for Windows 8.1. But it works, in a basic fashion, using the standard Microsoft driver. Just don't expect all the bells and whistles.

I see, it is clear to me now. The "supported" term is pretty misused here. It actually means no support and feature/performance/reliability downgrade because of fallback to generic video driver. There is no point to "upgrade" from Windows 7 to Windows 10 on such devices.
