Camera shows image rotated 90 degrees

When using the web cam for Google Hangouts or Google meet on chrome, the image is turned 90 degrees. When I rotate, the image continues to rotate, always so my image is turned. The strange thing is when I use the windows camera app, the image appears correct. The issue appears when using other apps. In testing with webcamtests.com, I can see that the resolution is set to 1080x1920. The strange thing is that I have tried to uninstall the drivers and reinstall, but ended up with the same result. I've tried looking for other threads, but only saw ones from a while ago. Is there a fix for this behavior?

After doing some more research, I could not find any formal solution, but I did come across this strange bug where when you turn auto-rotation off, the camera appears normal. I've been looking all over for a solution and this is the closest that i've come to something workable. Annoying, but not as annoying as trying to have a video call with my video sideways. Hope this helps anyone else with this issue.

it's a Windows Mobility Center problem. If you try to calibrate the touch screen appear the same problem. Have anyone a solution?

Some applications may talk directly to the camera hardware ignoring other Windows settings, while Windows Store Apps could be using an abstract layer, which is why it is working correctly in the Camera app.

The only solution that I have found is to lock the rotation in the notification. Only then does the camera appear to be correct. I end up unlocking when I am done using the camera.
