Ringer volume always 100% with TalkBack turned on...

I recently purchased a Moto E (2020) for my father-in-law, who is blind. Everything else about the phone is working well, but the ringer (including the Android TalkBack voice) is always at 100% when TalkBack is turned on. 

 

What has been tried:

 

Set ringer, media, accessibility, TalkBack (hold finger on screen and use volume buttons), notifications, and all other available volume settings to 50%. 
Applied all available updates.
Restarted the phone. 
Cleared data from the dialer.

 

So far nothing has worked and this appears to be a QA issue with accessibility. Unfortunately he can't use the phone without TalkBack active, so we're searching for something to do as it's very loud when ringing. Thanks in advance for any tips!

Thanks for bringing this to our attention. We tried testing this on the same model and we can adjust the volume level of the talk back. Can you provide us the steps so we can duplicate it on our end. WE would also request a bug report and a video recording for this issue. 

 

Steps on how to generate a Bug Report:
Go to Settings -> System -> Advanced -> Developer options -> Enable USB debugging > Toggle On
Enable Settings ->System -> Advanced -> Developer options -> Enable Bug Report shortcut > Toggle On
Once the issue is reproduced: Go to Settings -> System -> Advanced ->Developer options -> Click on take bug report or Press Power button and then choose Bug Report from the Power-down menu.
Wait for some time until the bug report is collected. It takes around 3 to 4 minutes to collect the Bug Report.
Then upload the Bug Report to your personal Google Drive and then share the link of the Bug Report via Private Message.
Provide observations of what you saw happen right before the bug report was taken.
Please indicate the local time when you observed the behavior.
