I have the same problem in the USA, I am stuck on Jan patch build # PP029.114-30.
I am unable to update to PPO29.114-63, installing the assistant yeilds the same "feauture coming soon" message.
I called customer service, they were useless, they told me I had to call Google becuase "they make the Android 9".
I've used many Nexus and Pixel phones, this was my first Motoroal phone, I'm thinking it will be the last.

I have contacted with European support via online chat and the only information I have got is that the security update for Moto G7 Power will be released "soon", but no one knows when exactly :-(

Moto G7 Power purchased SIM free from Argos (UK) in May, still stuck on December update.
I don't know what the solution is, it's very disappointing to be stuck on the old, non secure, version - even though the updates are available.

Since Lenovo purchased Motorola in 2014, we've seen software updates quickly drop from very often and almost immediate under Google, to now, barely even getting updates. The Moto Z2 Force is not the only phone that is not getting many updates, the new Moto Z4 is only getting a promise of Android Q. Moto Z4 released last month (June 2019) and Android Q will release next month (August 2019). Motorola can't even promise Android R? That's a big deal.

There is now may 2019 update for global version of the phone (before it was only for USA models):
But I'm still stuck, as almost everyone else on this thread on december 2018 update.
