She didn't purchase it that way it was sent from Best Buy as a warranty replacement. It gave me option to select,:
- LTE / CDMA
- LTE / GSM / UMTS
Phone number showed, and SIM card was recognized by phone.
wouldn't connect. Don't have build # because she took it back to a store and got a single slot that works.

So BestBut screwed up.
Point remains, the Dual SIM was not intended for US so the IMEI is not in Verizon's database.
My guess is the DS version wasn't submitted for certification because it wasn't meant for US sale.
