Tap on Settings >> Apps & Notifications >> See All Apps >> 3 Vertical Dots >> Show System >> Dual SIM Settings >> Storage >> Clear Storage

I have similar issue. My Moto X4 phone was working fine two-three days ago untill I upgraded to Android 9.
I have 2 sims - sim1 for making calls (free calls) and sim2 for other work related issues for receiving calls mostly.
Internet is from the sim1 which provides me 4G services. However now after the Android 9 upgrade I am facing this issue/bug: sim1 is not receiving any calls but internet is working fine with 4G connectivity. I have to disable sim1 and enable it to recieve incoming calls. In this case sim2 becomes the default calling sim. This happens after every 50-60 minites, i.e. I'm not able to receive any calls from sim1 and then sim2 becomes the default calling sim and I have to manually disable and enable sim1 from settings menu to make it work. In more details suppose someone calls me on sim1 then they are able to hear the ring from their end but I m not receiving any calls. I have to disable and enable sim1 to make it work which again won't work after 50-60 min and again I have to disable and enable sim1 which is very frustrating. In this whole process internet is active.
(Please note that when my phone is able to recieve the incoming calls from sim1 there is a small phone like icon with 4G written on it at the top right corner of the phone. But when the phone faces this problem of not receiving calls from sim1 then that icon is not displayed.)
I tried network reset and factory reset and restart.. none on it solve the problem.
I kept my connectivity for sim1 on 3G mode but again it won't solve the issue and same problem persist. Please help to resolve this issue

I also faced the same issue, but I also found one solution to it. I hope they will fix this in their next update but for now we can fix this with some small changes
Go to settings->Network & internet-> SIM cards-> just below where the two SIM slot shows there is Dual SIM usage profile-> go to Manual-> click bottom right corner"NEXT"-> SKIP->NEXT-> you shall reach the page where you can Customize your SIMs, "Customize your SIMs"-> for Sim slot 1 set the "Number field" as your 10 digit mobile number that is assigned to that sim-> then click NEXT->and for Sim slot 2 set the "Number field" as your 10 digit mobile number that is assigned to that sim-> NEXT->FINISH
and that's all, you shall not face any problem now.

I am facing a similar problem. I have a motorola g6 plus.
I have specified in the manual settings that one number must be called with sim 2. However, the phone calls it using the default sim 1.
The solution described above does not make sense.
Motorola should provide support, they advertise this phone as dual sim capable.
