Unable to turn off USB debugging

Well, the title says it. Steps to reproduce:

 

1. Enable developer options;

2. Enable USB debugging at least once;

3. (optional) Disable USB debugging (does not matter, really);

4. Disable developer options (since Android 7 this removes the corresponding option in "settings";

5. Connect phone to a computer and see that USB debugging is turned on, even not "being a developer". The only way to turn it off is by enabling developer mode once again, but as soon as the phone is reconnected to a PC USB debugging will be on again.

 

HW model is XT1970-1, software channel 'retbr', SW version PSAS29.137-16-4 (August 1st). My profile data is up to date.
