It should say "Debugging", not "USB Debugging"

The "Debugging" section of the Developer options (System from Settings) has a switch titled "USB debugging", but this is incorrect.

 

It is perfectly possible to perform debugging over a WiFi connection, but this switch turns that on or off, too.

You may want to contact google as all Android phones are labled this way - at least stock android like Pixel and Nexus. I assume other brands that allow developer options too.
