Please note that we here only recommend our users to use the Rescue and Smart Assistant tool to get the tablet's original firmware. However, you may also refer any local repair facilities so that the device can be inspected physically by a professional technician, especially its parts for any extent of damage.

Welcome to Lenovo Community!
I recommend that you follow the steps found in this link to see if it resolves the issue you're experiencing with the Tab M10 HD tablet. Though, please note that one of the steps provided there is for you to reset the device inside the Recovery Console menu which will cause to erase all personal data. You may watch this video for the steps on how to access and accomplish the feat. From there, please check if the tablet will boot properly again and ask you to proceed with the initial setup.

This is not answer for my question as i locked the bootlader before flashing stock rom and wiped all system and i can't flash any rom because bootloader is locked so my question is can I flash stock rom without unlocking bootlader only fastboot is accessible

Sorry to know if I didn't get to provide the answer you're looking for. Though, it would be worth to try to use the Rescue and Smart Assistant tool to see if you can still rescue or recover the tablet's Android OS. You may click here to download the tool using a Windows PC or laptop. Though, I'd like to set your expectations again that this procedure will also result in data loss.
Should you get the same result, please have the tablet be checked physically at any local repair facilities in your area instead. I'm sure that they can evaluate the device further if it already requires service due to a hardware defect. Just make sure to ask how their store and repair policy works first before you bring it in.
